Our fourth Reconciliation Action Plan (RAP) for 2026-28 is a reaffirmation of our dedication to strengthening partnerships with Aboriginal and Torres Strait Islander communities, for their voices to shape policies, programs and initiatives.
Our new Innovate RAP builds on the strong foundations built since our first RAP was published in 2014 and aligns with our Strategic Plan 2023–28 and Aboriginal
Employment Strategy 2025–26, ensuring reconciliation remains central to our work.
The new RAP aligns with national priorities under the National Agreement on Closing the Gap and the National Skills Agreement, embedding actions that strengthen
relationships and drive systemic change across the vocational education and training (VET) sector.
Over the next three years, we will focus on building cultural capability, increasing Aboriginal and Torres Strait Islander workforce participation, and promoting supplier diversity. Together, we are working towards a future where reconciliation is a lived experience across our Department and the VET sector.
The artwork
The artwork throughout the new RAP is titled, ‘Kadadjiny’ by artist Kieron Pearce.
Kadadjiny (meaning ‘learning’ in Noongar) represents the important role that knowledge, training and education play in strengthening communities to achieve reconciliation. Overall, the piece explores the themes of knowledge sharing and connected communities.

Aboriginal Policy Planning and Reconciliation
Our APPR branch was established in 2020 to provide specialist Aboriginal cultural advice and information to inform and support Aboriginal inclusion and reconciliation in the vocational education and training (VET) sector. APPR is responsible for leading the development and implementation of the Department's Reconciliation Action Plan.
The APPR branch is also accountable for providing an Aboriginal perspective to ensure policy development and service delivery enhances opportunities for Aboriginal people to gain vocational skills, meaningful employment and economic development opportunities.
